Maybe "LGPL with restrictions" is better for the license. The restrictions would need to be e-mailed to the legal team for acceptance. What governs if a package goes to non-free?

The licensing issues prevent this package from being included in Fedora. The independent aida package won't meet colt's needs either, so I am closing this review request.
