The reason is unregistered BouncyCastle. 
The issue came with https://github.com/jbossas/jboss-eap/pull/892/
See the discussion and build problems in the https://github.com/jbossas/jboss-eap/pull/892/
Using https://github.com/jbossas/jboss-eap/pull/852 instead will fix it.

After xalan upgrade to redhat-7, this seems to me 100% failure.

Including in https://bugzilla.redhat.com/show_bug.cgi?id=eap62-cp03-blockers as this is 100% regression.

There was a partiall commit( part of 6.3 change ) commited to 6.2.x: https://github.com/baranowb/jboss-eap/commit/dc5ecf74dc151906d1b45f4d1153e6130e382944
