Description of problem:
When reading the documentation for 4.0 - Configuration Reference Guide - Some of the tables (especially 3.41) the formatting is unreadable.

Steps to Reproduce:
1.Load "Configuration Reference Guide" from https://access.redhat.com/site/documentation/en-US/Red_Hat_Enterprise_Linux_OpenStack_Platform/ asking for "HTML-SINGLE" format.

Actual results:
Some tables are formatted in an unreadable format.

Expected results:
Tables fit to page or scale appropriately with scrolling.

Fixed upstream; closing currentRelease.
