Description of problem:
The configuration reference guide for OpenStack 4.0 reference the user to the "Installation and Configuration Guide", but this doesn't exist in the list of guides.

1.Open Configuration Reference Guide.
2.Scroll to read intro to Chapter 1.

This is an issue with the indexing of the documentation pages that is known and has been reported. It will be resolved shortly. I am closing NOTABUG as there is no edit to the guide required.
