Prior to this update, the perl-Test-Pod source files declared incorrect license information. In this update, the license data has been updated to be consistent with the package license.

Upstream has changed the license to (GPL+ or Artistic):

Change license statement in README to "Same as Perl".
To bring it in line with the license listed in `META.yml` and in `Pod.pm`,
thus finishing the other half of the change started in ca28cade.
