This update reflects concurrent addition of Startup Wait (startup_wait) parameter to PostgreSQL 8 (postgres-8.sh; BZ#1035023) resource agent, to make luci maintain non-lacking user experience.

requested further review of this request by Red Hat Engineering, for

BEFORE:
    "Startup Wait" parameter not exposed even with 5.11+ cluster

AFTER:
    With (and only with) 5.11+ cluster, the parameter exposed,
    and defaults to 10 (as per RA's metadata)
