Some stubid proxies in some countries forbide any URL that use (proxy) word.
In https URLs they can't detect this.

This package is optional only, so it isn't load much.

That will be better if this package included into fedora-release.

I have zero idea what you are actually requesting here. Please make a clear request for what you would like changed.

I was requested new package, But it isn't allowed.

So I suggest to generate and include new *.repo files for Fedora that download just https URLs.

Due to stupid of some proxies that forbide (proxy) word, So any download or update any package (wich include proxy in its name) will be finished with error.

mirror manager is a server side infrastructure that handles where packages are actually downloaded from.   we don't control that in the repo files themselves.  if you want to, you can request a feature enhancement against dnf or yum to implement this.
