libX11 doesn't actually _implement_ cut and paste, it just provides the calls by which toolkits do. Without knowing what applications you're trying to cp between there's nothing to go on here.
So, rather than just outright closing the bug why not ask first? As it happens, this seems to happen with GTK/GNOME applications as the source. If the source is, say, xterm, middle-button paste of selected text in the source works fine. If the source application is gedit, middle-button paste of the selected text in the source application does not work.
