Ok, I found a bug. The problem is we added commit 918c7c441987924d0ac606e31d8abed8fbc2fafc Author: Miroslav Grepl <mgrepl> Date: Tue Feb 18 11:09:46 2014 +0100 Allow init_t to create init_tmp_t in /tmp.This is for temporary content created by generic unit files which fixed other bugs. So we have files_tmp_filetrans(init_t, init_tmp_t, { file dir }) with this change and it causes issues for services with PrivateTmp=true
