Description of problem:
On tree based sub-tabs, the action buttons are missing or hidden (the menu down arrow mistakenly appears).

Version-Release number of selected component (if applicable):


How reproducible:
100%

Steps to Reproduce:
1. Navigate to Templates -> Storage sub-tab
2. Or, navigate to Templates -> Disks sub-tab
3.

Actual results:
Action buttons are missing or hidden

Expected results:
Action buttons should be visible and the down arrow should be hidden.
