Red Hat Access in the upper right nav area

Description of problem:
The current Red Hat Access integration is not consistent with the new RHOSP theme.  This BZ tracks the effort to move 'Red Hat Access' from an integrated table to the upper right hand corner header area.

Keith, what do you need from me here, as I'm not sure, I really understand this request.

I built (and tried to push) a package, which should add the Red Hat OpenStack Access plugin. For RDO, this is not enforced, to test, please install all packages (openstack-dashboard-theme and the access-plugin) and restart the web server.

The package is available from copr[1], until the CI is fixed.

Mattias,

First, thanks for fixing the issue.  

Second, since you're the component owner for python-django-horizon and this fix (comment 3) went into that component I assigned the BZ to you.  At this point all that really needs to happen is the appropriate ACKs to be set and this BZ can be attached to the RHOSP 5.0 errata.

FYI, as of today, we haven't created the RHEL-OSP-5 erratum yet, still working on buildroots, etc. We should get there within a week.
