Description of problem:
$ dnf update tryes to update.  yum update stops with "You need to be root to perform this command".


Version-Release number of selected component (if applicable):
dnf-0.4.14-1.fc21.noarch

Actual results:
Running transaction
Error: Unable to initialize yumdb history: [Errno 13] Permission denied: '//var/lib/dnf'
