Description:
The ctb (communication toolbox) library was realized, to simplify the
communication with other instruments throughout the serial com ports.

The main goal of the library was a non-blocked communication to avoid frozen
GUIs waiting for data which in some conditions never arrives.

1. %description of -devel:

This package contains libraries and header files for
developing applications that use %{name}.

2. %{_libdir}/%{name}-%{version}.so

No soname?

I'll fix #1... The project does not use a soname/soversion. In some cases I have created one which is trivial with cmake but there was some discussion on the mailing list recently and it wasn't clear if the packager managing the soversion was a good thing or not.
