Doc Text:	Multi-byte character issues in the Dashboard tab name caused the title bar to be double-encoded. The title bar became unreadable and subsequently could not display the correct title. The fix implemented now detects if the title was previously encoded, and encodes it only when required. This fixes the Dashboard tab name rendering issue.

1. After set multibyte characters in Dashboard tab, we cannot edit it anymore on IE 9.
2. The window title doesn't display multibyte characters. It displays numeric character references (i.e. "&#x3042;&#x3042;&#x3042;" for "あああ")

Two pull requests sent, which needs to be merged in order: 

- https://github.com/gatein/gatein-common/pull/5
- https://github.com/gatein/gatein-portal/pull/797

After the first is merged, a release of gatein-common is required, and an update on the second pull request is needed, to update the version. Tested with IE9 on a Windows 2008 VM, as well as Firefox and Chrome on Linux (Fedora 20).

Reproduced the issues with portal 6.1.0 on IE10. Verified with 6.2.0.ER2. They are no longer present: Window title is ok. I can rename Dashboard tabs with multibyte characters.
