Description of problem:

tried to install engine using a remote db which isn't empty and contains a database engine already.
during engine-setup chose to use remote db, provided the db's credentials (with the same credentials of the existing db , user:engine, db:engine, pass:engine)


Actual results:

engine-setup created a new local database

Expected results:

according to bz - https://bugzilla.redhat.com/show_bug.cgi?id=1056528, expected refusal to perform setup on an existing remote db

Setting target release to current version for consideration and review. please
do not push non-RFE bugs to an undefined target release to make sure bugs are
reviewed for relevancy, fix, closure, etc.
