Description of problem:
The QEMU for ppc64 does not support VM suspension yet, but the frontend still makes this option available for the end user.

How reproducible:
Always

Steps to Reproduce:
1. Configure a Data Center, Clusters, Storage, Host and a VM for the ppc64 architecture
2. Run the previously configured VM
3. Suspend the VM
4. Unsuspend it

Actual results:
The VM returns frozen and QEMU may crash after a while in this state.

Expected results:
The frontend should block the user from doing the VM suspension.

Setting target release to current version for consideration and review. please
do not push non-RFE bugs to an undefined target release to make sure bugs are
reviewed for relevancy, fix, closure, etc.

can we get the 24016 merged on master so this can be closed at least for 3.5? It's approved, there's just a merge conflict which needs to be resolved
