The groups should be created automatically the first time an EAP domain controller is brought into inventory or a server group is discovered. As new resources come online, the server groups are updated or resources are removed from inventory the group should remain up-to-date. This isn't a user defined activity, it should be available OOB with no input from the user. Looks like this will be implemented as part of the work on bug 1069544 Is in master.
