Description of problem:
<citetitle> tag has been used for BOOKID in the following.
Since the recent change of this tag in ja-JP (automatically inserting Japanese double quotation marks 『  』, which is specifically used for book and other work titles), BOOKID is enclosed in these marks when a book is built in ja-JP.  

When submitting a bug report, be sure to mention the manual's identifier: <citetitle>&BOOKID;</citetitle>

Version-Release number of selected component (if applicable): 4.0


How reproducible: 100%


Steps to Reproduce:
1. Build a Red Hat branded book with "publican build" command, specifying --langs=ja-JP
2. Check the feedback section.


Actual results:
It appears "バグレポートを提出される時には、ガイドの識別子: 『doc-User_Guide』 を必ずご指定いただくようお願いします。 

Expected results:
The book ID should not be enclosed with 『  』
