Description of problem:
Go to community and visit /new-application-gallery page. Try to apply to be a powered-by-partner using valid information. It will through out "Validation error, please try again. If this error persists, please contact the site administrator." Detail can be found in attachment.

Steps to Reproduce:
1. Go to community and visit /new-application-gallery
2. Try to apply to be a powered-by-partner using valid information
3. Check the page


Actual results:
Fail to apply to be a powered-by-partner with "Validation error, please try again. If this error persists, please contact the site administrator."

Expected results:
Application should be successful.

This problem only occurs on devenv. I can apply to be a powered-by-partner successfully on INT.
