Description of problem:

Action bar is broken and there's no existence of drop-down menus in subtabs which have splitter-bar like VM->Snapshots or VM->Network Interfaces.

Other subtabs action bar look OK, so this is related to splitter bar presence.

See screenshot.

Steps to Reproduce:
1. move splitter bar in this areas and see if action bar in left part of subtab gets drop-down menu
2.

broken, no drop-down menu

drop-down menu

Setting target release to current version for consideration and review. please
do not push non-RFE bugs to an undefined target release to make sure bugs are
reviewed for relevancy, fix, closure, etc.

oVirt 3.5 has been released and should include the fix for this issue.
