Description of problem:
When running in FIPS mode only 2048bit and 3072 bit key sizes are allowed, when generating keys above 3072 bits, openssh prints different error message and returns different error code than when generating keys below 2048 bit in size.

Actual results:
RSA keys must be at least 2048 bits in FIPS mode
