Description of problem:


Currently both foreman and packstack doesn't open iptable for GRE protocol

Steps to Reproduce:
1.deploy openstack with GRE using foreman/packstack 
2.validate there is no GRE rule in iptables 
3.

Actual results:


Expected results:

iptables -A INPUT -p gre -j ACCEPT should appear
