Description of problem:
Upgrade of Spice ActiveX plugin on IE11 does not work, even though a newer version of SpiceX.cab is available on the Manager, no upgrade is performed and old version of installed ActiveX plugin is used. This does happen on latest RHEVM3.3.1 (is 34.3 build) and did not happen on GA release, as well as It does NOT happen on IE10. Clean installation of ActiveX works fine.

Steps to Reproduce:
1. Open a spice session from IE11 to a VM managed by older RHEVM3 release (i.e.3.2) - SpiceX cab will get installed.
2. Open a spice session from IE11 to a VM managed by RHEVM 3.3.1.

Actual results:
Older SpiceX is used, not upgrade offered.

Expected results:
An upgrade should be offered.

Additional info:
This prevents users who have already SpiceX installed to upgrade to newer SpiceX which should solves problems with IE11:)

It seems to be different, it does not even offer any update and just use whatever is already installed even though RHEVM has newer version.

Verified in rhevm-3.4.0-0.16.rc.el6ev.noarch (av8).

Verification steps:
1. Have a Windows client with IE11 (I used Windows 7 x64), no IE SPICE addon installed.
2. Log into RHEVM 3.3.2 User Portal and open console of some VM with SPICE protocol (Browser plugin) set.
3. RHEVM offers to install a SpiceX.cab addon - install it and check its version: 5.0.3.3011.
4. Close VM console window & RHEVM 3.3.2 window.
5. Now log into RHEVM 3.4 User Portal (I used rhevm-3.4.0-0.16.rc.el6ev) and also open console of some VM with SPICE protocol (Browser plugin) set.
6. RHEVM again offers to install a SpiceX.cab addon which updates the current one. Install/update and check it's higher version - 5.0.3.4002.
