Description of problem:
Verifying: https://bugzilla.redhat.com/show_bug.cgi?id=1067111

Reproducer is kind of tricky:
1. I have removed panel on left monitor and added "default panel" -> it worked
2. then I did same on right monitor -> it crashed

3. then I added and removed panel several times on right monitor -> no crash
4. I removed/added panel back on left monitor -> crash

TL;DR: so, every time I move to another monitor and do the steps, it crashes for first time. (except the very First time)

I'm not able to reproduce it on machine with RHEL 7 and even on Fedora 20. Martin says he is not able to reproduce it with a new user, so I suspect some weird configuration, which got broken during various testing.

I'm going to close this bug. I was not able to reproduce it and I believe that Martin had this problem because of his shared /home directory between multiple instances of RHEL and Fedora.
