Description of problem:
See related issue (bz 998201).

If user once enable Local History than it is enabled for all others processes.
If user once disable Local History than it is disabled for all others processes.

I think that solution with one COOKIE, which name is "designerlocalhistory", is not enough.

6.0.1 ER1 BPMS

Expected results:
Each process has own local history. Its state is independent on operations reopen and rename.

The state of local history for one process have not got any effect on the state of Local History for another process.
