Description of problem:
The user can interact with the underlying application after the Patch wizard has launched. 

Version-Release number of selected component (if applicable):


How reproducible:
100%

Steps to Reproduce:
1. Select the "Apply a New Patch" button, from the Patch Mgmt screen.
2. When the wizard opens, click on an interactive element on the application screen behind the dialog. 
3.

Actual results:
Background behind dialog is not grayed-out, and the underlying screen content remains accessible to the user.

Expected results:
The background behind the modal dialog should gray-out, and become inaccessible to the user until they complete the wizard or dismiss it. Similar to Add/Create deployment dialogs. 

Additional info:
User should complete or cancel the patch task before starting a new task.
