Description of problem:
currently, as pasrt of fix of https://bugzilla.redhat.com/show_bug.cgi?id=1037667 the popup text is: "Reports Webapp not deployed, please try later."

IMHO, that text is confusing, and would be nicer to user if it would be :
"Reports Webapp deployment is in progress, please try in a few minutes."

Do we check if reports are currently in the process of installation, or only if it's not installed yet?

Reports web application takes time to be deployed on JBoss. We check if the Reports Web App has been deployed, if not we popup a message indicating it has not yet been deployed.
