100%

Steps to Reproduce:
1. click on VMs in navigation tree on the left
2. click on "new VM"
3. dialog appears, where NO virtual machine can be created
4. click on system in navigation tree -> virtual machine in top bar -> new VM
5. dialog appears where OS can be selected.


Additional info:

I do not know if this is technically an error, maybe it's ok, but it's definetely insanely confusing.

I tried to find you more data/screens, and I think that this bug can be pronounced invalid. There was (definitely) an inconsistency, BUT I probably had some problems with host; thus both incarnations of "new VM" dialog are probably fed differently with data and one way failed in my environment. But that environment was not OK.
