Currently we are setting the SSH public keys for the root user.

Need to add capability for adding non root user (root user can still be set but will not be the default).

@Shahar, this feature also changes setting of the user password along with the SSH pubkey. Is it the wanted behaviour or just an undesired side effect?

If it's ok then we need yet to change labels in GUI (Root Password -> User Password) and API (<root_password/> -> <user_password/>).

yes we do want to change the password to any user.

oVirt 3.5 has been released and should include the fix for this issue.
