Description of problem:
It should be possible to update VLAN and Network label on the network created with Neutron provider

Steps to Reproduce:
1. Create network with specific VLAN and network label with external provider
2. Try to update the network
3.

Actual results:
You can update only the network name

Expected results:
It should be possible to update VLAN and network labels as well
