Description of problem:

Ability to ensure separation/spread of critical virtual machines onto different hypervisors

* Initial instance groups implementation provides affinity and anti-affinity
* NFV desire is to also have a spread capability (need a better term), ability to ensure critical/redundant virtual machines are spread across cluster as much as possible but not necessarily full affinity.
* Also an expressed interest in grouping instances for interconnected VNFs based on physical host proximity or proximity to storage. Potentially this is solved using existing functionality such as aggregates, perhaps best expressed as "this instance group needs to end up within the same aggregate?".
