Title: Configuring the Identity Service to Run in HTTPD

Describe the issue:
For keystone to run over httpd it needs the mod_wsgi package. It copies around the wsgi-keystone.conf yet doesn't make any mention of needing to install the package. 

The very minimum the docs need to mention "yum install mod_wsgi"

Suggestions for improvement:
Possibly split out the http config packages such as wsgi-keystone.conf into a openstack-keystone-httpd package which contains all the config files in the right locations with the right selinux attributes and mod_wsgi/mod_nss as dependencies to simplify the whole process

Looks like python-paste-deploy is needed as well. So to confirm:

"yum install -y mod_wsgi python-paste-deploy" 

or similar
