Cause: Trying to scroll pages in non-continuous mode which are smaller than current view (in one axis at least). Consequence: The pages are not scrolled. Fix: We check whether the current page fits the view in an axis and scroll if it fits in the direction of scrolling. Result: The pages are scrolled if they are smaller than current view in non-continuous mode.

Description of problem:

If you open a doc and turn off the "continuous" setting, then the behaviour of the scroll wheel on the mouse is different depending on whether the scale is set to "fit page" or anything else. With "fit page" the scroll allows you to flip through pages. Without "fit page" (ie. "fit width, or any scaled %) the scroll is limited to the selected page.

This change in scroll behaviour is annoying and inconsistent.

2. Deselect "continuous"
3. Select any scale other than "fit page"

I've prepared a patch improving the situation here some time ago but it is not accepted by upstream yet. So it won't be probably fixed for 7.2. Sorry.

I'll try to get my patch which improves the situation here into upstream (together with changes proposed by upstream).
The switching of pages by scrolling at the beginning/end of a page in non-continuous mode won't be accepted as per https://bugzilla.gnome.org/show_bug.cgi?id=168449#c4 which I think still holds.

My patch was accepted upstream so we can try to get it into 7.3.
