Tested on fedora 20
python-keystone package requires python-pycadf
python-pycadf is still in updates-testing repo

100%

Steps to Reproduce:
1. install openstack-keystone

Actual results:
Error: Package: python-keystone-2014.1-0.5.b3.fc21.noarch (openstack-icehouse)
           Requires: python-pycadf


Expected results:

No errors

Additional info:

a possible workaround is to enable updates-testing repo
