Previously, the pacemaker utility was unable to start more than 10 instances of a cloned resource. As a consequence, clusters containing more than 10 nodes did not function correctly. This update fixes this bug and pacemaker can now properly start an unlimited number of instances of a cloned resource.

it seems to affect 11 and more node clusters, reducing the cluster to 10 live nodes resulted in expected setup (offlining the nodes via pcs cluster stop is enough). I've created a patch upstream. https://github.com/ClusterLabs/pacemaker/pull/465 This request was resolved in Red Hat Enterprise Linux 7.0.
