Yes, this happens if only forecasts and no current conditions are provided. See: https://bugs.kde.org/show_bug.cgi?id=330773#c13 https://bugs.kde.org/show_bug.cgi?id=332392 We will fix this before pushing the update to stable.

Should be fixed in kde-workspace-4.11.7-5.fc21. I'm also pushing kde-workspace-4.11.7-5.fc{19,20} to replace the faulty -4.fc{19,20} updates in updates-testing.
