Description of problem: It is not possible to install a local .rpm with the current public API currently the non public dnf.base.Base.install_local does the job. Usecase: Too make it possible to make a gui installer to install downloaded .rpm files when the user double click on the .rpm file. Version-Release number of selected component (if applicable): 0.4.18
