Description of problem:
NPE on VdsNotRespondingTreatmentCommand prevents hosts from rebooting automatically using power-management.

How reproducible:
100%

Steps to Reproduce:
1. Execute 'poweroff -f' on host with power-management via ssh
2.
3. 

Actual results:
The host won't reboot. There is an audit log saying that the host is rebooting but it will fail because of NPE.

Expected results:
The host should reboot.
