Description of problem:
After that setup create vm and you install OS on it, you need to install rhevm on it, if after it you power off vm and in setup choose option 'Power off and restart the VM', after it setup start vm again and if engine already installed you can choose option 1(Continue setup - engine installation is complete),
setup first continue, but after few second stuck and start repeat message "Waiting for cluster 'Default' to become operational..." and in the end failed.

How reproducible:
Always

Steps to Reproduce:
1. Run hosted-engine --deploy, and fill all details
2. Continue until step, when setup ask you to install engine on vm. After that you installed engine, power off manually vm(poweroff -f for example from vnc console) and choose in setup option 2('Power off and restart the VM')
3. After that setup again run vm, you can choose option 1(Continue setup - engine installation is complete)

Actual results:
Host deploy process start print "Waiting for cluster 'Default' to become operational..." messages and after sometime deploy process failed

Expected results:
Host deploy process success

Additional info:
Host deploy work fine if I not use by second option
