Steps to Reproduce:
1. Go to the Power Config tab for a system
2. Change the release action to something other than PowerOff

Actual results:
Release action is saved as PowerOff (shown as "None" in system activity, NULL in the database).

Expected results:
Beaker should save the release action that was selected.

Additional info:
Regression in 0.16.0 due to power config form validation changes.

Another effect of this bug is that when saving the power config form, if a system had its release action set to something other than PowerOff, it will be saved as PowerOff and the original setting will be lost.

Verify:
1. Set "leaveon" for one system
2. Provision this system
3. Release this system
4. Check the Release Action still is "Leaveon" and the activity is correct.
