Description of problem:

Please refer to GTNPORTAL-3423 for more details.
It fixed in JBoss Portal 6.1.1 and seems related to GTNPORTAL-3247. If it is correct, please backport GTNPORTAL-3247 to EPP 5.2.x.

How reproducible: 100 %

Steps to Reproduce:
1. As a root user, log in to GateIn Potal.
2. Move to the dashboard.
3. Add a tab named "なかむら" and activate the tab page.
4. Click "Edit Page"

Actual results:
Move to first tab ("Click & Type Page Name") and IllegalArgumentException is thrown

Expected results:
Open editor for second tab ("なかむら")
