Although I'm still involved in both OpenStack Neutron and Fedora, I no longer work at Red Hat and cannot prioritize tracking this down (I don't see any link to anything with any specific info on the issue).
Fedora 19 is EOL tomorrow, so it's not feasible to spend any cycles on this one.
