Adds new flag, nova_admin_tenant_id, and deprecates existing flag, nova_admin_tenant_name

Lars wrote upstream that he disagrees with the code change. Have asked upstream whether he's gotten it changed, otherwise will doc as is.

nova_admin_tenant_name was automatically removed and nova_admin_tenant_id added in the Config Reference; closing icehouse release.
