Description of problem: After icehouse-3 foreman install, the default role in keystone gets created as _member_ but horizon's local_settings has this config OPENSTACK_KEYSTONE_DEFAULT_ROLE = "Member" These two differences, prevent quite a few things like quota modification, user editing etc. Setting OPENSTACK_KEYSTONE_DEFAULT_ROLE to _member_ and `service httpd restart` fixes the issue. This has been fixed for a while (and published to havana repo), in https://github.com/redhat-openstack/astapor/pull/157, I missed referencing this in the BZ. I am not sure which version of openstack you are using (havana or icehouse), but I will get a new icehouse build up either today or monday, looks like that has not been updated in a while.
I have submitted 2.0.7 (icehouse) to rdo, it should appear in the repositories soon
