Description of problem:
Run on clean host, hosted-engine --deploy command, and on step
[ INFO  ] The VDSM Host is now operational
          Please shutdown the VM allowing the system to launch it as a monitored service.
          The system will wait until the VM is down.
Reboot host, after that reboot complete, HA daemon not start.

Steps to Reproduce:
1. Run hosted-engine --deploy on clean RHEL6.5 host
2. Fill all details, install os on vm, install engine and continue until deployment will ask you:
[ INFO  ] The VDSM Host is now operational
          Please shutdown the VM allowing the system to launch it as a monitored service.
          The system will wait until the VM is down. 
3. Not shutdown vm, beside it just restart host(reboot on machine for example)

Actual results:
HA broker not start

Expected results:
Not sure, but except from this bug https://bugzilla.redhat.com/show_bug.cgi?id=1079943 HA broker must start and also start engine vm

Additional info:
in bug above write that hosted-engine deploy finished process, but after discussion with Jiri revealed, that watchdog device restart host, exact where I restarted it manually.

I'm closing this as not a bug.

You rebooted the host before Engine VM was stopped and HA daemon started confirming everything is set up correctly.

Without the above steps, the HA daemon is not configured to be started automatically at boot.
I may agree that if you run it manually now it would probably work, but the setup can grant that. So I think it's behaving correctly in this case.
