Description of problem:
It takes too long to display first environment checkbox when promoting published content view version. Instead for about 5 seconds there is checkbox in Library but publishing into Library generates error.

How reproducible:
always


Steps to Reproduce:
1. Create environments, product, repos, sync them
2. Create Content view with these repos, publish its first version
3. Go to Content -> Content Views -> <your_view> -> Versions -> Promote
   https://<fqdn>/katello/content_views#/content_views/2/versions/2/promotion


Actual results:
Note that it takes almost 5 seconds to display checkbox for non-Library environment


Expected results:
Library should not have checkbox to not confuse user

Since this issue was entered in Red Hat Bugzilla, the release flag has been
set to ? to ensure that it is properly evaluated for this release.

This was previously resolved prior to GA, not only is the loading much faster, but there is a loading indicator in case of a delay.  Moving to modified for verification

This bug is slated to be released with Satellite 6.1.
