Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Cause: Improper use slapi plugin API function valueset_add_valueset() which expects empty values to be passed to it. Consequence: The server can crash. Fix: Properly handle the misuse of the function. Result: function works as expected without crashing the server.

Verification steps:

[1]  Create an instance using "dc=example,dc=com"
[2]  import the attached LDIF file:  repl-init-100.ldif
[3]  Create another instance and setup MMR replication 
[4]  Copy the mod-emp.sh and doit.sh scripts to the same location.
[5]  Run the doit.sh script
[6]  Check if the server is still running
