By default os-refresh-config looks for scripts in /opt/stack/os-config-refresh if OS_REFRESH_CONFIG_BASE_DIR is not set. A better default might be /var/lib/os-refresh-config

The spec file should be modified to define OS_REFRESH_CONFIG_BASE_DIR in /etc/profile.d/os-refresh-config.sh.

The following directory structure should also be created on package install to match the default phases:
/var/lib/os-refresh-config/pre-configure.d
/var/lib/os-refresh-config/configure.d
/var/lib/os-refresh-config/post-configure.d
/var/lib/os-refresh-config/migration.d

Alternatively upstream may accept switching to a /var based default, and tripleo can either switch to /var or set OS_REFRESH_CONFIG_BASE_DIR in the os-refresh-config element

If the /etc/profile.d approach is taken, then package os-collect-config may need to depend on this package to ensure that OS_REFRESH_CONFIG_BASE_DIR is set before the os-collect-config service starts.

Upstream tripleo tends to default to source install settings, so the current default is actually consistent with the other projects there.  I think it probably makes sense to just set this appropriately for the package using the profile.d method.

Actually upstream was open to changing the default, so I've proposed https://review.openstack.org/#/c/89667/ to do that.

This message is a reminder that Fedora 20 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 20. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '20'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

Fedora 20 changed to end-of-life (EOL) status on 2015-06-23. Fedora 20 is
no longer maintained, which means that it will not receive any further
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of
Fedora please feel free to reopen this bug against that version. If you
are unable to reopen this bug, please file a new report against the
