Description of problem:
Keystone v2 is deprecated for Icehouse, and Heat requires CLI support for v3-only functionality, which is only available via python-openstackclient.

Since upstream have decided not to support v3 functionality via the python-keystoneclient CLI interface, we need python-openstackclient available in RHOS 5.0.
