Rebase subscription-manager for rhel 5.11

Product Management has requested further review of this request by Red Hat Engineering, for potential inclusion in a Red Hat Enterprise Linux release for currently deployed products. This request is not yet committed for inclusion in a release.
This is not a rebase. These are selected bug fixes for rhel 5.11 subscription-manager version should follow 1.8.23-*

It was decided between rhsm QE and Devel teams that it would be easier for both QE and Devel as well as a better experience for rhel5.11 customers to rebase python-rhsm, subscription-manager, and subscription-manager-migration-data to the latest upstream version for rhel5.11.
