Rebase subscription-manager for rhel 5.11

This request was evaluated by Red Hat Product Management for inclusion
in a Red Hat Enterprise Linux release.  Product Management has
requested further review of this request by Red Hat Engineering, for
potential inclusion in a Red Hat Enterprise Linux release for currently
deployed products.  This request is not yet committed for inclusion in
a release.

This is not a rebase.
These are selected bug fixes for rhel 5.11
subscription-manager version should follow 1.8.23-*

No longer true.

It was decided between rhsm QE and Devel teams that it would be easier for both QE and Devel as well as a better experience for rhel5.11 customers to rebase python-rhsm, subscription-manager, and subscription-manager-migration-data to the latest upstream version for rhel5.11.

The versions being delivered with rhel5.11 will be...

Red Hat Enterprise Linux Server release 5.11 Beta (Tikanga)
[root@jsefler-5 ~]# rpm -q python-rhsm subscription-manager subscription-manager-migration-data
python-rhsm-1.11.3-*.el5

subscription-manager-migration-data-2.0.*-1.el5

where * is currently under development/test.

VERIFIED: Erratum https://errata.devel.redhat.com/advisory/17527 includes these package versions.
